I.      ESTABLISHMENT OF QUORUM

Members Present:        Chairman Richard Covill, Jim Richards, Sharon Aprea, Josh Kapelner

to attend:      Matt Crossen

Also present:   Laurie Whitten, Director of Planning & Development

Four members were in attendance, with one new member not sworn in at the time of this meeting, thus, not an established quorum of four voting members.   An informal discussion took place with no Motions/Votes.


The new members:  Sharon Aprea and Josh Kapelner were introduced and welcomed to the Commission.  Copies of the April 2004 “Economic Development Action Agenda” will be provided to them in the packets for the next meeting.

A discussion proceeded with regard to the upcoming “Meet your Business Neighbors”, to be held on November 2, 2005.  This is sponsored by the East Windsor Economic Development Commission and Chamber of Commerce. The format of the evening will follow last year’s event – details of the speakers/dinner choices, etc. will be finalized by Jim Richards.  The formal invitation letter will be completed by the next EDC meeting on October 17, 2005.  The purpose of the event is to provide an opportunity for new business owners/proprietors to meet other business neighbors.  New businesses and expansions during the last year will be invited.
The invitations will be mailed out in time for an RSVP by October 25, 2005.

Chairman Covill cited the October 5, 2005 seminar, “Measuring Success” for economic related staff and commission members.   Anyone wishing to attend should contact the office for registration.

A property located at 68 Newberry Road is being marketed for sale.  Jim Richards will contact the realtor for placing the information on the website.

The EDC website may have lost some information when it was disbanded from the former site onto the town’s website:  http://www.eastwindsorct.gov
This matter will be looked into further to determine any information that should be added.

Jim Richards noted the need to investigate signage opportunities for businesses further south on Route 5, specifically, signs that would directionally point out:  restaurants, used cars, etc.   There are concerns that the traffic coming off Exit 44 is not aware of the businesses/services south of the exit.  The State DOT will need to be contacted to find out the process for getting approvals to install such signage on Route 5.

Town Planner Laurie Whitten briefly discussed the town’s sewer project that is being proposed in conjunction with a multi-family development on North Road.  The agreement between the Town and the developer would involve extending the sewer line from Shoham Road, easterly to the intersection of North and Yosky Roads.  The cost of construction and other related expenses will be borne by the developer.  There will be an informational public hearing in the near future.  It was the consensus of the economic development members that the sanitary sewer proposal is in the best interests of the town for numerous reasons.  They were in agreement to attend the public hearing to support the project.
